Before the Instagram picture loaded on my iPhone all I saw was the caption- "#rattatatat." Of course with the way Miley has been behaving recently, I was expecting much worse of a tattoo than the title of a magazine that just published her face on the cover. For Miley I have to say- good work on not being a total crazy person this week.
